CONSTITUTION OF NIGERIAN AGRICULTURAL-HOUSING AND INDUSTRIAL LOAN FUND ASSOCIATION
1. AIMS AND OBJECTIVES
(a) To foster unity and self-help among members. To Develop their Business Projects, Industries; Housing and Real Estate Property in any of the world.
(b) To advise its members by organizing free seminars and workshop on how to plan toward developing their own Business Agricultural Projects; Industries, Housing and Real Estate Property with self-reliance and loan
(c) To promote good relationship and mutual understanding among its members and encourage its members the spirit and practice of cooperative
(d) To assist its members in need of help.
2. MEMBERSHIP AND ENROLMENT:
1 Membership shall be open to all Nigeria and non-Nigerians who are interested to develop their Business Agricultural Projects Industries, Housing and Real Estate Property with Self-reliance or loans.
2 New members should collect Application Form from the Agricultural/Industrial/Housing Consultant or the Association’s General Secretary, or print from our website.
3 Newly admits member must pay a Registration Fees or N500 (Five Hundred Naira) or more as approve by Association.
4 Every member must be a contributor to the Association Businesses Agriculture Industrial and Housing Savings and Loans Fund Bank Accounts.
5 Every member must have a copy of the Constitution and Bye-law.
6 All Deduction shall be made at the source of income, (members salary bank accounts or member bank accounts)
3. POST OF OFFICERS
The Association is entitled to the following Officers:-

3. Branch Chairman
4. Vice Chairman (National / State / Branch)
5. General Secretary (National/State/Branch)
6. Assistant General Secretary (National / State / Branch)
7. Treasurer (National / State / Branch)
8. Financial Secretary (National / State / Branch)
9. National Agricultural / Industrial / Housing / Consultant )
10. Auditors (National / State / Branch
11. Public Relation Officer (National / State / Branch)
12. Management Committee (National / State / Branch)
13. Legal Adviser (National / State / Branch)
14. Trustees (National / State / Branch)
4 DURATION OF OFFICE:
Is two (2) years and subject to changes.
5. DUTIES AND RESPONSIBILIES
1. Shall preside over general and executive meeting. He is to put an end to any debate and his ruling can only be amendable by
a motion with approval of simple majority member present vote. A signatory to the Association Account
2. Vice Chairman (National/State/Branch)
Shall preside over general and executive meeting in the absence of the Chairman in a meeting.
3. General Secretary (National/State/Branch)
(a) To summon and attend general and executive meetings
(b) To record the proceedings of General Meeting and other meeting
(c) To keep the record of all Secretarial Books of the Association
(d) To receive Application for membership from new members
(e) To be one of the Signatory to the Association Accounts
4. Assistant Secretary:
He is to assist the General Secretary
. Financial Secretary:
He collects all payment on behalf of the Association, and keep the record Hand-over the money collected to the Treasurer after every meeting. Keep Bank cheques, Passbook and Tellers etc.
He receives the Association money and pay to the Association’s Bank Accounts within 72 hours of receiving the money. A Signatory to the Association Bank Accounts.
7. National Agricultural/Industrial/Housing Consultant:
Is to manage the disbursement of the Agricultural/Industrial/Housing and Real Estate Property Development Business loans
To members contributors, and also repayments of loans from members contributors. That may fail to pay by any legal means.
He is a Signatory to the Association’s National /State/Branch Bank Accounts.
The National Agricultural/Industrial and Housing Consultant must be present or send a representative) in a National /State/ Branch Annual General Meeting. He is to receive Financial Annual Reports of National/ State/ Branch of the Association.
The National Agricultural/Industrial/Housing Consultant must be a representative of a Company Registered with the Federal Government of Nigeria as Agricultural Engineer Estate Management Consultant, Builders and Planner; also Agricultural and Business Consultant, Farming; Industrial Consultant Engineers (As of now Emomensco Architectural Company of Nigeria and Emomenco And Company Registered with Federal Ministry of Trade in Lagos No. 208926 and No. 208206 since 1974 are the National Agricultural/Industrial/Housing Consultant)
8. Auditors (National/State/Branch)
Are to Audit the Association’s Accounts every six months and submit a report.
9. Public Relations Officer (National /State/Branch)
He publicize, Organizes and Keeps records of Social Activities of the Association
10 Legal Adviser
To advises and handle all legal matters of the Association
11. Management Committee
The Committee shall be composed from nomination drawn from the General meeting. They are
(a) to plan the general administration of the Association
(b) to carry out discipline of erring members and report to the Association for consideration.
6. RULES AND REGULATIONS
1. Financial Member
Only financial member can be given LOAN. Such member must be contributing monthly. To the Association Saving and Loan Fund. Only Financial member who have been admitted for more than 6 months and paying his/her monthly contribution regular are eligible for international loans.
2. Monthly Contribution
All members must pay their monthly contribution to the Association’s Bank Accounts. Through deduction at source of income, this shall be given out to members as loans
3. Land Use Act 1978
All members that are given Housing Loans must covenant to comply with the requirement of the Land Use Acts 1978 and all Town and Country Acts/Laws and Regulations so far as such Requirements relate to the mortgaged properties of titles to them.
All members that are given LOANS must sign Agreement with the Association. Also, financial Institutions, which have granted external Loans to members.
5. Purpose of Loans
Loans will be granted to Financial Members for Agricultural / Industrial / Housing and Businesses Landed Properties Development projects only. Also, car/assets loans
7.. THE SAVINGS AND LOANS FUND
The Fund is to promote and mobilization necessary to support creditable
Agricultural / Industrial / Housing Business delivering system that will enable interested Financial
Members contributing to the Association Savings and Loans Fund to obtain Agricultural/ Business
/industrial/ Housing Loans from the Fund or Mortgage and Financial Institution to build their houses by Landed property, developed their Agricultural / Industrial Projects/Business in any part of the world.
[he National Agricultural / Industrial / Housing Consultant, Chairman, General Secretary, and Treasurer shall be the Trustees of National / State / Branch of the Association. It shall be they duty to sign on behalf of National / State / Branch of the Association all Cheques to withdraw monies from the Association Bank Accounts and Legal documents including Mortgage / Loans Agreement. Acquisition and disposal of property of the Association, and also Construction Agreement.
The presence of at least one fourth of the Members shall be necessary for the disposal of any Business at a general meeting
10. ATTENDANCECF MEMBERS
It shall be the duty of every member to attend General Meeting. The General Meeting shall have power to fine members who without good reason. neglect to attend meeting.
All questions shall he decided by majority of votes of the members present and voting. Each member Shall have one vote only. At all meeting. Chairman shall have a casting vote in addition to his ordinary vote.
12 ELECTION OF OFFICERS.
The Election of any Officer shall be made in the general meeting; this should he done by nomination. And member so elected should have the majority votes.
13. DAYS OF ATTENNDING MEETING
(1) The meeting will he held monthly or yearly which can he changed.
(2). Member who wishes to speak should raise his/her hand and this will be recognized by the Chairman before he/she can speak.
14. NUMBER OF MEMBERS TO FORM THE ASSOCIATION
The maximum number of members to form the association is without limit.
15 ANNUAL REPORT
This should be read and debated in the Annual General Meeting.
A dead member who happened to have operated with the Association quite decently and co-operatively while alive. Shall receive some burial honor to be determined by the Association.
Any erring member shall he disciplined as determined by the Association in a general meeting.
This Constitution is subject to amendment in a general meeting by simple majority of members present.
